An Interactive Session on ‘Budget-2020’ at M. M. Modi College
The Department of Social Sciences, Multani Mal Modi College, Patiala today organized an interactive session on ‘Budget-2020: An Insight’ to discuss the various dimensions, perspectives and financial policies of the new budget. The expert speaker on this occasion was Dr. Balwinder Singh Tiwana, Controller of Examinations, Prof. and Head, Department of Economics, Punjabi University, Patiala. College Principal Dr. Khushvinder Kumar welcomed the chief speaker and said that budget is like a blue print for growth and development of various sectors of a nation and we need to understand it to understand our economic future. Dr. Balwinder Singh Tiwana, while elaborating the thematic foundations of the political economy of budget, said that the budget is silent on income-generation, social and economic inequalities and inclusive growth. He talked about how this budget is going to impact various sectors of Indian economy. In his lecture Dr. Tiwana emphasized upon need to create more demand to address fiscal deficit, the need for new jobs and employment creation, to increase the purchasing power of rural people and to strengthen the financial conditions of public infrastructures. After the expert talk there was question-answer session in which students and faculty members clarified their doubts, inquiries and raised questions about the fundamental policies of Budget. The stage was conducted by Prof. Jagdeep Kaur, Geography Department. Vote of thanks was presented by Prof. Ved Prakash Sharma, Dean, Students’ Welfare. All faculty members and students were present in this event.

ਮੁਲਤਾਨੀ ਮੱਲ ਮੋਦੀ ਕਾਲਜ ਵਿੱਖੇ ‘ਬਜਟ-2020’ ਤੇ ਵਿਸ਼ੇਸ਼ ਭਾਸ਼ਣ ਦਾ ਆਯੋਜਨ
ਸਥਾਨਕ ਮੁਲਤਾਨੀ ਮੱਲ ਮੋਦੀ ਕਾਲਜ, ਪਟਿਆਲਾ ਵਿਖੇ ਕਾਲਜ ਦੇ ਸੋਸ਼ਲ ਸਾਇੰਸਿਜ਼ ਵਿਭਾਗ ਵੱਲੋਂ ਇਸ ਸਾਲ ਦੇ ਕੇਂਦਰੀ ਬਜਟ ਤੇ ਵਿਚਾਰ-ਵਟਾਂਦਰਾ ਕਰਨ ਲਈ ਇੱਕ ਖ਼ਾਸ ਭਾਸ਼ਣ ‘ਬਜਟ-2020: ਇੱਕ ਚਰਚਾ’ ਦਾ ਆਯੋਜਨ ਕੀਤਾ ਗਿਆ। ਇਸ ਦਾ ਉਦੇਸ਼ ਸਾਲ 2020 ਦੇ ਬਜਟ ਦੀਆਂ ਮੁੱਖ ਮੱਦਾਂ, ਵਿਭਿੰਨ ਪਹਿਲੂਆਂ ਅਤੇ ਵਿੱਤੀ ਨੀਤੀਆਂ ਦੇ ਪ੍ਰਭਾਵਾਂ ਬਾਰੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਜਾਗਰੂਕ ਕਰਨਾ ਸੀ। ਇਸ ਭਾਸ਼ਣ ਲਈ ਮੁੱਖ ਵਕਤਾ ਵੱਜੋਂ ਡਾ. ਬਲਵਿੰਦਰ ਸਿੰਘ ਟਿਵਾਣਾ, ਕੰਟਰੋਲਰ (ਪ੍ਰੀਖਿਆਵਾਂ) ਪ੍ਰੋਫੈਸਰ ਅਤੇ ਮੁਖੀ, ਅਰਥਸ਼ਾਸਤਰ ਵਿਭਾਗ, ਪੰਜਾਬੀ ਯੂਨੀਵਰਸਿਟੀ, ਪਟਿਆਲਾ ਨੇ ਸ਼ਿਰਕਤ ਕੀਤੀ। ਕਾਲਜ ਪ੍ਰਿੰਸੀਪਲ ਡਾ. ਖੁਸ਼ਵਿੰਦਰ ਕੁਮਾਰ ਜੀ ਨੇ ਮੁੱਖ ਵਕਤਾ ਦਾ ਸਵਾਗਤ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਕਿਸੇ ਵੀ ਰਾਸ਼ਟਰ ਲਈ ਬਜਟ ਇੱਕ ਅਜਿਹੇ ਬਲਿਊ-ਪ੍ਰਿੰਟ ਦੀ ਤਰ੍ਹਾਂ ਹੈ ਜਿਸ ਦੇ ਆਧਾਰ ਤੇ ਉਸਦਾ ਸਰਵਪੱਖੀ ਵਿਕਾਸ ਤੇ ਆਰਥਿਕ ਤਰੱਕੀ ਸੰਭਵ ਹੋ ਸਕਦੀ ਹੈ। ਇਸ ਮੌਕੇ ਤੇ ਡਾ. ਬਲਵਿੰਦਰ ਸਿੰਘ ਟਿਵਾਣਾ ਨੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਸੰਬੋਧਿਤ ਕਰਦਿਆਂ ਇਸ ਬਜਟ ਦੀ ਸਿਆਸੀ-ਆਰਥਿਕਤਾ ਦੇ ਸਿਧਾਂਤਕ ਪਹਿਲੂਆਂ ਅਤੇ ਨੀਤੀਆਂ ਬਾਰੇ ਦੱਸਿਆ ਅਤੇ ਕਿਹਾ ਕਿ ਇਸ ਬਜਟ ਵਿੱਚ ਆਮਦਨ ਵਧਾਉਣ ਦੀਆਂ ਨੀਤੀਆਂ, ਸਮਾਜਿਕ ਤੇ ਆਰਥਿਕ ਖਾਈਆਂ ਨੂੰ ਪੂਰਨ ਅਤੇ ਵੱਖ-ਵੱਖ ਵਰਗਾਂ ਦੀ ਆਰਥਿਕ ਭਲਾਈ ਦੇ ਮੱਦੇਨਜ਼ਰ ਕੁੱਝ ਵਿਸ਼ੇਸ਼ ਤਰਦੱਦ ਨਹੀਂ ਕੀਤਾ ਗਿਆ। ਉਹਨਾਂ ਨੇ ਇਸ ਬਜਟ ਦੇ ਭਾਰਤੀ ਆਰਥਿਕਤਾ ਤੇ ਪੈਣ ਵਾਲੇ ਤਤਕਾਲੀ ਅਤੇ ਲੰਬੇ ਸਮੇਂ ਦੇ ਪ੍ਰਭਾਵਾਂ ਬਾਰੇ ਵੀ ਚਰਚਾ ਕੀਤੀ। ਆਪਣੇ ਭਾਸ਼ਣ ਵਿੱਚ ਉਨ੍ਹਾਂ ਨੇ ਵਿੱਤੀ ਘਾਟੇ ਨੁੰ ਸੰਬੋਧਿਤ ਹੋਣ ਲਈ ਮੰਗ ਵਧਾਉਣ ਦੀ ਜ਼ਰੂਰਤ, ਨਵੀਆਂ ਨੌਕਰੀਆਂ ਅਤੇ ਰੋਜ਼ਗਾਰ ਪੈਦਾ ਕਰਨ ਦੀ ਲੋੜ੍ਹ, ਦਿਹਾਤੀ ਖੇਤਰਾਂ ਵਿੱਚ ਖਰੀਦਣ-ਸ਼ਕਤੀ ਵਧਾਉਣ ਅਤੇ ਸਰਕਾਰੀ ਢਾਂਚਿਆਂ ਦੀ ਵਿੱਤੀ ਮਜ਼ਬੂਤੀ ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ। ਉਨ੍ਹਾਂ ਦੇ ਭਾਸ਼ਣ ਤੋਂ ਬਾਅਦ ਸਵਾਲਾਂ-ਜਵਾਬਾਂ ਦਾ ਸੈਸ਼ਨ ਸ਼ੁਰੂ ਹੋਇਆ ਜਿਸ ਵਿੱਚ ਕਾਲਜ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਅਤੇ ਅਧਿਆਪਕਾਂ ਨੇ ਬਜਟ ਸਬੰਧੀ ਪਾਏ ਜਾਂਦੇ ਖਦਸ਼ਿਆਂ, ਸੰਭਾਵਨਾਵਾਂ ਅਤੇ ਨੀਤੀਆਂ ਸਬੰਧੀ ਸਵਾਲ ਉਠਾਏ। ਇਸ ਮੌਕੇ ਸਟੇਜ ਸੰਚਾਲਨ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਪ੍ਰੋ. ਜਗਦੀਪ ਕੌਰ, ਜੋਗਰਾਫ਼ੀ ਵਿਭਾਗ ਨੇ ਬਾਖੂਬੀ ਨਿਭਾਈ। ਧੰਨਵਾਦ ਦਾ ਮਤਾ ਪ੍ਰੋ. ਵੇਦ ਪ੍ਰਕਾਸ਼, ਡੀਨ, ਵਿਦਿਆਰਥੀ ਭਲਾਈ ਵੱਲੋਂ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ। ਇਸ ਮੌਕੇ ਤੇ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਵਿਦਿਆਰਥੀਆਂ ਅਤੇ ਅਧਿਆਪਕਾਂ ਨੇ ਭਾਗ ਲਿਆ।
